The Prudent Speculator newsletteer recommended Onvia inan e-mail newsletterr Tuesday night, noting that at $4.333 per share, it was trading at essentiallyg the value of its cash reserves, with no value given to the business. Atlanta-based Delta (NYSE: DAL) said Homeland Securit officials notified the carrier late Monday it would require additional time toapprove Delta’s announced routes to Nairobi, and Monrovia, Liberia. "Delta regretds any inconvenience to our customers caused by the postponement of our new direcr service to Kenyaand Liberia,” the carriet said in a statement. Deltas said it is contacting affected customers and booking them on flightz operated by Air KLM and its other partnersin SkyTeam. Among the projects getting a boost from the Boston Investds In Growthprogram are: Sawyer 235-room W Hotel in Boston’s Theater District, which will receive $10 million to complete construction; the futurew site of the $33 million Shops at Riverwood in Hyde which will receive a $5 millio n loan to start and Gloria’s Market in Sout h Boston, which will receive $700,000 to enable its Pappas Enterprises, to complete according to a press release from Mayoer Thomas M.
